Summarising main points to develop into the Conclusion
- In terms of the Resettlement program, China has been somewhat moderately successful. The policy/program itself, is a great improvement from previous relocation/resettlement policies made, such as the previous ‘Lump, Sum’ method. It covers a wider range of important involved aspects and is more detailed, as recognized by the World Bank. However, when seeing the outcome of the policies, the policies could be more detailed and have more foresight into the possible issues/problems (such as forced Urbanization) that Resettlement can create.
- Furthermore, in terms of implementation, this is where the Resettlement program failed. This is largely due to Corruption. In terms of corruption, the government has taken steps in order to try and reduce it, and they have been successful to a certain extent. Nevertheless, it still exists. Other reasons that have caused the failure of the program, is due to the government’s lack of foresight to possible occurring problems, as mentioned before.
- In terms of Human Rights, the government has violated major human rights such as freedom or speech, expression and the right to peacefully protest. International Organizations have attempted to bring this issue to the government and solve it, but they’ve failed. This is mostly due to the fact that the Government has not attempted to solve these issues. Furthermore, when asked about these issues they do not acknowledge them
- In terms of cultural and environmental policies, the government has claimed to have installed these in relation to the TGD. International Organizations, have further asked the government to look into these. However, lack of proper monitoring, and lack of continuous effort and careless, has led to the failure of the implementation of these policies.
- Overall, policies are formed. However, the implementation of these policies are where the government falls short. This is due to a variety of reasons: carelessness, lack of effort, and lack of detail and foresight in policy making etc.
FINAL CONCLUSION:
In relation to the Three Gorges Dam, the Chinese Government has been moderately successful in terms of law & policy making. The government itself claims to be successful, and has made improvements to previous laws and policies; in terms that the policies are much more detailed and cover a wider number of aspects than previous policies. This has also been recognized by the World Bank. However, they can further improve their policies by having better foresight into possible problems. Overall though, the government has mostly succeeded in policy making. On the other hand, the government has mostly failed in terms of policy implementation due to corruption, lack of continuous effort, concern, carelessness and foresight during policy making. Thus, we can say that even though policy making has been moderately successful, the outcome of these policies have failed due to poor implementation, making the success of policy making quite insignificant.
